Hope4 Statement on the Repeal of the Vagrancy Act
Hope4 welcomes the repeal of the Vagrancy Act, a landmark and long-overdue change that finally brings an end to legislation which, for more than 200 years, criminalised people for sleeping rough. The repeal marks an important shift away from punishment and towards prevention, support, dignity and long-term solutions to homelessness.
For those of us working alongside people experiencing homelessness every day, this change is about more than legislation. It is about recognising that homelessness is not a crime. People sleeping on our streets are often facing complex challenges including trauma, poor mental health, relationship breakdown, domestic abuse or financial hardship. What they need is support, understanding and opportunity - not criminalisation.
This decision is a significant step forward, but changing the law is only part of the journey. The real challenge now is changing hearts and minds. As a society, we must move beyond seeing rough sleeping as a nuisance or personal failing and instead recognise it as a human tragedy that demands a compassionate response. Every person sleeping rough has a story, value and potential, and deserves the chance to rebuild their life.
