Planning Application Refused: November 2012
Over the course of 2012 we have been fund-raising towards the purchase of a new Hope Centre at the same time as submitting a planning application for a building we consider to be ideal for this. A copy of the brochure, we have produced and of our correspondence with the Council's Development Team and Planning Committee over recent months, are in the Future Plans section..
On Wednesday November 7th we heard that our application had been refused by a majority decision of the Rugby Borough Council Planning Committee:
Reason for Refusal: The proposed change of use would result in an intensification of activity in and around the property and due to close proximity and relationship of the proposal with adjacent properties is such that by reason of noise and general disturbance it would be detrimental to the amenities that the occupiers of those properties could reasonably expect to continue to enjoy. The proposal is therefore contrary to Policy CS16 of the RB Core Strategy and the guidance within paragraph 17 of the Nat. Planning Pol. framework which seeks to ensure that the amenities of existing and future neighbouring occupiers are safeguarded.
The Directors are of course disappointed that Hope 4's application to develop 17 Lawford Road as the new Hope Centre was refused. We are currently weighing up options for the future and will keep you all informed. Thank you for your interest and prayers. Meanwhile the new Hope Centre building fund remains open. Future Plans March 2012
This is to inform you of our plans, as the Directors of Hope 4, to expand the work of Hope 4 Rugby Ltd by moving into larger premises from 2013.The downloadable brochure and poster will explain more about how exactly we are planning to do this and why.
We currently have, you see, the option to purchase a property on Lawford Road which, until recently, has been used by a local church (m2o) as their offices. Following a detailed survey and a refurbishment plan, the Directors remain excited by the potential of this building for Hope 4 use. That is to say it will help us to achieve more fully our charitable object: the relief of poverty, primarily among homeless and badly housed people in the Borough of Rugby.
Rather than paying out a significant amount in rent each month for a building large enough for our purposes, we would then very much prefer to consolidate Hope 4's longer term presence in Rugby by acquiring a property the charity actually owns.
Can you help us please by contributing a financial gift to this appeal or by forwarding this information to someone / others who may be able to help us?
FYI we will need any donations or firm pledges before 12th September 2012 when the Directors will need to decide whether or not to continue towards signing a formal contract to purchase the Lawford Road property.
